The vulnerability is caused due to a boundary error when processing MODBUS protocol response packets. This can be exploited to cause a heap-based buffer overflow via a specially crafted packet. Successful exploitation may allow execution of arbitrary code, but requires the server to open a communication channel to an attacker controlled IP address.
